To qualify for CIS, you must be self-employed, working in a construction-related role, and registered with HMRC as a CIS subcontractor. ACL will then verify you with HMRC and apply the correct deduction rate.
Yes. If you are engaged through our Umbrella or PEO models, you will be automatically enrolled into a workplace pension once eligible, in line with UK auto-enrolment rules. You can opt out if you choose. CIS subcontractors are not enrolled and must make their own pension arrangements.
Joint and Several Liability (JSL) is new legislation (effective April 2026) that makes agencies and, in some cases, end clients responsible for tax shortfalls in the supply chain if an umbrella company fails to meet its obligations.
This means that if an umbrella provider doesn’t pay the correct PAYE tax or National Insurance, HMRC can pursue the agency or hirer for the unpaid liabilities — even if they weren’t directly at fault.
